Sounds like you want a sysop reader, in which case timEd and Golded
come to mind as two good options, at least until Y2k hits.
For the users, a lot of people like IceEdit, but I never got it
to work right. You may have better luck with it.

I have used timEd for quite a while now and it works _very_ well for
me. YMMV. timEd unfortunately seems to suffer from a Y2K problem
which will render it dead it two years. Make sure you don't get
attached to a program that might suffer the same fate.
