It's to keep from accidentally dragging the task bar off the bottom of the
screen, and to remove the space taken up by the dividers once you have set
it up the way you like. The IE toolbar has this also. I always enable it
because more than once I've accidentally dragged a toolbar when I meant to
click a button.
