Sure, there are a couple. Cygnus is probably what you were thinking about. 
RSXNT for EMX is another, designed to use the OS/2 port of GCC, and RSXNT has 
been ported to DJGPP too.
   But this is really offtopic here, so answer somewhere else. (maybe
