Why should (s)he do that?
Besides SysOp's, there are BBS-users and Points.
But thay have no right to vote in sysop matters.
And FidoNet Nodes have to be contactable, at least during ZMH.
If some one does not want that, being a BBSuser or a Point would be ok.
