Its gunna depend on your OS, I just found a nice trick with NT4 (and 
WinFossilNT).
It does vmodem stuff so you just configure it with a virtual modem and setup 
ya old 16bit bbs to use that com-port.. still in beta tho...
As for ISP your stateside so I cant really tell ya anything.. but I have 
heard that ibm.net does unlimited hours for $20 or so a month, and register a 
site with home.ml.org and you would do it...
