In TN, and jurisdictions I have worked there are 2 concepts that come in 
ere.
#1 Aiding and assisting Injured is required.
#2 leaving scene of accident with injuries is rohibited.
That being said, liability id fetermined by courts using reports filed by 
police. The actions of any participant that flees the scene leave that actor
