The only thing worth a hoot is rate per unit population, not a percent
relating to an absolute number -- that doesn't say anything. You could
have a 1000% increase in deaths, but if there were a 1001% increase in
population then it would be an improvement.
The number of people who die from falls, while not trivially small, is
still relatively small and subject to localized phenomenon -- hurricanes,
earthquakes, flooding, etc that don't happen on a predictable basis.
I'd guess its just a meaningless stat intended to grab some air play.
