No they are not, the rules of the echoes are set by the moderators of them,
the elisting is to satisfy transport criteria for the Fidonet backbones..
Dont argue with me, I am a member of the backbone and I do transport all
the known echoes which I refeed to others who link here, including your
sysop.

Additionally moderators have always reserved the right to ammend their
rules as they see fit or as I am doing, deciding when to enforce them.

Only I can enforce the rules of the echo, you cannot.
