The standard windows tab control has a style attribute (TCS_BUTTONS) that
allows it to appear in either fashion. See http://tinyurl.com/3sczv.
So, assuming they are using the windows control, and not implementing their
own, I agree, it is purely cosmetic.
The reason they chose the button style might be that the tabs would look
strange when using the browser in MDI mode.
