I'm with you on this -- that sort of joke is not funny to me, even as a
native English speaker.  It is part of a class of "jokes" that seek to
make fun of some sector of the population, denigrating them as being
dull, stupid, etc.  The sector might be Irish, Dutch, Poles,
Electricians, Plumbers, Lawyers, ...  but IMO, they are not jokes but
cruel stabs at someone different from the teller of the "joke" in an
ineffective attempt to make themselves look better, more intelligent,
etc.
