The above works here irrespective of the UUCP setting.  The only difference
is if I don't have a UUCP address configured in MSGED.CFG, the UUCP address
defaults to 3:0/0 (I'm not sure if this is a good thing or not, but at
least Msged doesn't fall over :-).

I have `UUCP 3:50/40' in my MSGED.CFG.  As I said, it works for me; the
"To:" line in the message text is not deleted.  Nobody else has
reported such a problem (yet), so I can only assume the bug is unique to
your configuration - I suggest you post your MSGED.CFG.  :-)
