We must have something setup differently here because callers with Transient 
access can connect.  We added a check in WELCOME.MEC for Transient users that 
tells them they are "persona non gratia."  I created a MEC for these folks 
(BUZZ-OFF.MEC) and added the following line at the start of WELCOME.MEC:
    [tequal link]misc\buzz-off
Another place you could put this is ACCESS.CTL (you can display a file based 
on security).  I found this option early on but at the time didn't feel 
comfortable changing ACCESS.CTL.
