webv4 felnet spalsh screen is defined in modopts.ini [web]
ftelnet_splash=../text/synch.ans  and can be changed if desired.

Also, the default ../text/sync.ans, I believe, is column width 80 chars, which
has been known to add an extra CR/LF so you could try (carefully) clearing the
80th column text (make it width 79) and that should clear it up.
