I don't know how big a town you live in, but you might check out the GoodWill 
and Salvation Army Thrift Stores.  I found a lot of rolls for about $1 - $2 
that folks had donated.
Also, if you have a Sam's Club, I saw Butcher paper, and if it is the stuff 
that I think it is, (like the old butcher shops used to wrap meat in) then 
that would work also.  I think it was about $12.00 a roll, but you sure could 
get lots of envelopes out of it.  That's what I was looking at it for.  Seems 
like it was 18" X 1,000 feet.  Probably get close to 1,000 envelopes from one 
roll.
