Excuse me?? The police can only affect the law makers as individuals
by voting and as a group by lobbying. That is no different than any
other group.

Why should there be? Do you understand what landlords go through on a
month to month basis without leases? You end up with tenants who
don't give a damn about the property since they won't be there long so
they don't take care of it. When they leave, the landlord has to
refurbish the property in order to make it presentable enough to rent
to the next group.
Now while he is refurbishing it, he still has to make his payments to
the bank, he has monies going out to the folks who are doing the work
and he has no income from that proeprty to offset those costs. Now,
after the place is fixed up so that it can be rented to the next set of
tenants, the landlord has the cost of advertising to make sure that
folks are aware that he has a place to rent.
Since rentals are competitive on price, one must ensure that the
property is rented out with as few *unnecessary* expenses as possible.
You do have normal attrition of appliances such as stoves,
refrigerators, washers, dryers, etc, paint, trim and roofs so why on
earth would you like to have to pay for tenants who really didn't care?

It's not mine either, but if I decide to do drugs, I need to be
prepared to face the consequences of that choice.

If you just do it in your own home, you probably will not be bothered
unless you call attention to yourself in some way.

In your case, much of it appears to be. You don't want to assume the
