You have been victimized by and propagated a Fido legend. Policy 4
does not say anything about this topic, it doesn't even get close.
(There is nothing there about message length either, another legend.)
I just downloaded policy4.zip from www.fidonews.org  and read it.
The copy displayed when you ask for the "Fidonet Policy Document"
link on www.fidonet.org is defective -- it stops in mid-sentence, at
only 9K. The full policy4.txt (from www.fidonews.org) is 75k.
