        I belive that you are right, people know that without giving some 
kind of identification number that is uniqe to their boat that there will be 
almost no way to for the Coast Gaurd to enforce illegal transmissions.  I 
know it can be done, but it takes time and money and I do not think the CG 
will be willing to take the time to do it seeing as the federal goverment 
just dosn't care anymore...
