Yes, there is the "already/not yet" aspect of Elijah's preparing the
way for the second Advent as for the first.   But I have no answer for
you as to whether or not the same Elijah of the OT will be the actual
witness or it will be one like Elijah in the same way John the Baptist
was.  Truthfully, it doesn't matter because we won't be here.  But
those who are left behind and enter into the Tribulation, there will
attesting miracles performed by both of these men to such a degree that
there will be no excuse even as there was no excuse for the Jews not to
believe who Jesus was.
