One can propose anything one wants. If someone insist on submitting a proposal
where it is proposed that pi shall be treated as equal to three in Fidonet, the
FTSC will not refuse it.
But as I already wrote, there is a difference between a proposal and a
standard. FTSC standards should be written on the basis of "if you do it like
this, it will work". A proposal to threat pi as three or allowing "24" for the
hour field, will never be promoted to a standard since it violates the above
basic rule.
