Even if you add a key they can just log back on under another name that 
doesn't have the key!!! With my system I have EVERYTHING unaccessable to new 
users until they go through the Callback Verifier!!! Once they have validated 
themselves the number can't be used for duplicate accounts and if they get 
banned from the system they can use all the other names they want the 
callback will not validate them because the number has already been 
validated!!! Since they can't access anything but Feedback to the sysop and 
the Callback Verifier won't give them access to the rest of the system, they 
simply give up and don't call back!!! :)
