Having someone else at the owner level is implausible:  everyone damn well
knows that Vince is really in charge and will get whatever he wants, except
every so often he'll screw up for the purpose of pushing a storyline.

Having someone else at the GM level is more plausible.  Besides, even with
the bad blood between Bischoff and Austin, look at the fun they're having!

Austin:  Wait, he fired you?  He can't do that!  I'm the co-GM; he can't
         make a decision like that without consulting me.
Morley:  So I /am/ still Chief of Staff?
Austin:  Hell no, you're fired!
