Let a layman try. When 'one' is used that generally means one in a
group is being talked about. Many means the whole group is corrupt but some
are either not involved and/ or don't know about it. 'All' means not only
everybody knows about it but they are involved. See the difference now?
You know, even if you were right about that one cop, you really
picked the wrong place to flamme him.
