MSGED_ECHO has never needed moderating as far as I can recall, but if
having a moderator is a requirement of the Z1 echolist then it's probably a
good idea to have one.

I'm not too fussed either way, but if the other MSGED_ECHO participants are
content with the idea, and you don't wish to continue your position of
official moderator yourself, then I'm happy to take the position.

Your continued monthly posting of the echo rules is welcome.
