That is a mathematical notation. xey means multiplication of x by the yth  
power of 10, i.e.  xe3  = x * 10^3  = x * 10 * 10 * 10 = x * 1000 and
                   xe-3 = x * 10^-3 = x * 1/(10^3) = x / 1000
