The tithe was instituted for the Jews, in relation to their Temple. . .

There were actually THREE tithes(tenths) each Jew gave, but only one was for
supporting the house of worship & the religious teachers(Levites) -- the other
two were used to support the needy in the larger community (this 30% was the
sum total of the taxes paid by a Jew to the capital(Jerusalem) under Biblical
law, later, when other governments took over Israel (eg. Babylon, Greece, Rome)
they instituted their own taxes, but some granted Israel an exemption, since,
presumably, they were already supporting the citizenry of their own land (which
had become a province of the new State)

In this way, it continues today, in western lands, that when the Church is
supporting the poor in its district("parish", or whatever name), they
rightfully receive a certain exemption from federal/etc. taxation -- the
problem has been that too many have shrunk back from their obligation to
support others in need, and will refer the needy who come to their
doors(whether members or outsiders) to the government welfare department
instead of reaching out to them with an open & generous hand) -- if they
continue this, they may find that God could lead the leaders to take away their
tax-free status (except that they open their books and prove that they are
operating in a freely generous manner with their revenues, and thus reducing
the government's social programs' burdens)
