There is a difference between a proposal and a standard. One can propose
anything. But if one wants the proposal to eventually be promoted to a
standard, it should make some sense. One can propose that 24 should be allowed
for the hour, but the chance that such a proposal is ever raised to a standard
is next to zero as such a proposal clashes with curent practise and is unlikely
to ever become current practise.
