The FTSC documents Fidonet, NOT the InterNet. Refering to RFCs can be helpful,
but RFC are never leading. What is leading id Fidonet current practise.

Twist it any way you want, 24 for the hour and 60 for the minutes and seconds
is NOT Fidonet current practise. And will never be compatible with Fidonet
current practise.
