Very unlikely to be your cause, but a reason for this is that the file has
been encrypted. In Explorer, look at Properties of file and click Advanced
(no idea if applicable to XP Home).

Given that it's an exe, my guess is that a virus scanner (or a virus!?) has
hung while accessing the file. Reboot should fix.
