Ok, I don't have a telnet server installed.  I'm working on that right now,
but Mandrake is giving me more trouble than I thought it would.  I hope this
discussion isn't minded or considered off topic.  I'm also really surprised
that I've never seen this thread before.  There is a linux port, who's using
it?  Any way, thanks much to Mike and Scott for their patience.

The EleBBS linux FAQ info has a step by step for using xinetd.
If you are using inetd instead of xinetd then adjust accordingy.
