She  could registered with the Adoption Disclosure Registry in Toronto
and write to the Children's Aid Society in Toronto the Adoption unit.
If she checks the yearbooks of schools in the area she was born, if she
has her birth name.
Put an ad in the Toronto paper under people search. Post as much info as
she has on the bbs someone might be able to help.
Check into the genealogy conference and see if anyone is researching
her birth name and maybe she could find some information under the guise
of family research.
