My ISP uses USR modems and I've been able to get 31.2's with him on some 
connects. The ISP that I use is over 100 miles away from where I live, so I 
think it's working pretty good! :)
Some of the local users have 33.6 modems and they too can only connect at 
31.2, so I'm wondering if there's a maximum at that rate or something.
