Probably -- their Internet provider likely has an ftp client on their system.
If you can get into a Unix shell account, just type
ftp
then when you get ftp> type
open fpt.pitt.edu
login name: anonymous
password: type your Email address
cd public/group/chess
dir
will give you the subdirectories.
