Done.

I also noticed that there are no numbers used for the "month" variable in
FSP-1040, only the actual three letter abbreviations for said month. While
FTS-0001 should probably still be corrected to use 1-12 rather than 0-11, it
serves no purpose in FSP-1040.

That only leaves the leap seconds. Do we want to account for that for the
future? Or leave it as is (currently not in use)?
