  When I was in parking there were a few people we never ticketed for any
reason.  They thought they were somebodies and above the law that lowly peons
had to observe.  If they got a ticket they would cause more problems than it
was worth.
  We did have a few untouchables on campus such as the president, the board
of governors (sometimes called regents at other places) and a few others.
