NOPE! No keys, no commandeering. I'd like to see the jury convict me.
Now if the cop wishes to beat me about the head and shoulders to get my 
keys that is another matter...hey, i'd love to own city hall.
Now WHAT special place are the cops going...without a vehicle..that 
warrants stealing my car? (and I DO agree that the "have the right" 
legally to do this) Point is, _I_ will not submit. 
Now if the were to transport someone to a hospital..._I'D_ drive. 
This kind of "law" is like the old new England laws about it being 
illegal to wash ones horse in the city square on Sundays...rather 
arbitrary. 
There is NO situation that warrants such abuse of civil 
liberties...except maybe in a Dirty Harry movie. Someone, ANYONE, 
getting away is not worth MY freedom, and MY liberty or even MY 
property. PERIOD! Such garbage laws are actually unconstitutional, IMHO. 
(you know, that silly DUE PROCESS OF LAW thing!) It's that kind of cop 
mindset that kills people in chases, also...innocent people...women and 
children, even. THAT is bad police work.
