you don't have to do everything everyone tells you...

that just goes to show you that randy bush didn't think of everything and that
no one else caught it either... in this case, the fact remains that it could
happen that a leap second is written and it needs to be allowed for in the
documentation before someone's tossers start crashing because they were also
shortsighted about leap things...
