The number is from a popular song from the late 70's, titled "Jenny"
"8675309" Sung "Eight six seven five three Ohhhh niii eee eyen"
It was about a fellows obsession with a girl named Jenny.  My guess is it's
an inside joke to all the fellows like me who were listening to 
that kind of music in the 70's =)
You'll find that all 867-5309 in all the US area codes is shut off because
of the popularity of that one song and the calls it received.
