according to google translate it says "Chinese Hello"...

i'm not sure why this editor can't quote it back properly, though... the glyphs
 render properly when being read... i think the first time i attempted to quote
 them, they were quoted as normal question marks... this time, after some
updates were applied to the BBS source code and new binaries were built, they
get quoted as upside down question marks... work continues, slowly but surely
