All the time.

When Windows(whatever) is doing some kind of heavy network traffic or a
wait situation like looking for a DHCP server, the shell becomes almost
totally unresponsive.

You can make things block out for shorter times by having less (or no)
network drives attached.

Like I said, I've had this problem for many years on many PC's, but yes,
SP2 seems to make it a bit worse.
