Nah, never happen.  Licensing is the only way a government can get 
repeated revenue from people.  By issuing licenses that expire, there is 
a steady flow of income to the government and additional licenses can be 
added when more revenue is needed without raising taxes so the general 
herd of sheeple don't complain.
