Basically, the president can issue any order he pleases as long as the
Congress and the courts don't question him.
Constitutionally, there are strict limits on what he can do, but that
only counts if everyone is paying attention to the Constitution. I would
contend, for instance, that *none* of the federal regulation of firearms
is Constitutional, but the people entrusted with enforcing the law don't
appear to agree with me.
