The only way I could get it to budge was to gently pry it from the heatsink, using a small screwdriver. It was the clips proper that were holding it fast. While I was in there, I cleaned the fan blades and heatsink fins, but there was only a fine sprinkling of dust that needed to be removed (the (late) previous owner kept this machine in fine condition).
