   I finally did a network trace - it opens the TCP connection, then
immediately closes it.   It never starts an SSL negotiation.   It's as
though it gets to the SSL negotiation, realizes something is wrong with the
Crypto store or a library and aborts without recording the actual problem.
It sounds like it could be any one of  10 or so software areas.
