Sure, make a simple .mec file!  You can put it on their access logon file.
Make something simple like:
[cls]
*message to be displayed*
* *
* *
[pause pause pause hangup]
You can define it in the ACCESS.CTL by putting the name of the compiled
.bbs file at "loginfile".
