I have found very few (read that as none) organizations
that didn't have an agenda which tends to lead to a
bias in their viewpoint and in the information they
release.

And how many homeless have you found with some kind of
weapon? Most of the ones I've dealt with have
something to protect themselves with. Things from
knives and razor blades to pieces of pipe and rocks.

You need to read some of my other msg. I have stated
many times that the use of secure radios, i.e.
scrambled, and many other things that the police are
doing now days is making it easier for the police to do
illegal things.
BTW, if you want police corruption go to a small town.
You some times find that the entire police department
is related and most of them are related to someone in
the sheriff's office. Sort of hard to get someone to
roll over when a crime is committed in a situation like
that.
Until just a few years ago you didn't even need a high
school diploma to be a sheriff in TN, much less any
type of law enforcement training.
