You mean a submarine cannot sink? What they do, in English, when water rushes
inside?  ;-)

I think floating things safer, especially when they consists of thousands of
watertight compartments. If I design such a town I would made it from big laced
steel platforms, and every platform is surrounded by thousands of watertight
cisterns. Every cistern has a limited time service and can be replaced.
