You are exactly right.  Right now, the Hawaiian Supreme Court has ruled
that it is unconstitutional under Hawaii's state constitution, for the
state of Hawaii to deny marriage licenses to homosexuals.  Apparently,
homosexual marriage will soon be legal in Hawaii.
And right now, every other state in the union would be required to
recognize that marriage if the gay couple moved to the mainland.
So Congress is busy trying to pass a law EXEMPTING gay mariages
from being covered under Article IV, Section 1.  Which they can do,
since Article IV, Section 1 gives them the power to do so.
But there's nothing that the states can do about it if Congress DOESN'T
pass that law.
If Congress DOESN'T act, it will be similar to the old Nevada "quickie
divorces".  Back when most states wouldn't give divorces, you could move
to Nevada for six weeks, get a divorce under Nevada law, and you were
divorced.  Nothing your home state could do about it.
