The above IS NOT be a requirement for moderating a Fidonet echo, and 
unnecessarily and incorrectly precludes candidates who don't have or cannot 
afford Internet access but who do have full Fidonet access.  Since such 
canididates are the most likely to have full-time commitment to Fidonet, 
excluding them from being moderators is completely counterproductive.
The correct, and much less stringent, requirement is that moderators should 
be contactable via, and be able to send, Fidonet netmail.  Please amend your 
election notice.
