Hell, I feel that everybody (male or female) should spend between 2 to
6 years in some sort of government service to the country prior to the
age of 26.  This service could be in the federal, state or local
capacity and pay a livable (not generous) wage.  It could be in forms
like the military, Job Corps, Americorps, etc..  At the end of that
term of service, that person gets a year of tuition paid at any
university or college (that the individual can pass the requirements
for) for every year of service that they just served.
