Sorry, but pet peeve of mine.  The critera is not 50%+1, but it is a
majority, which is more than 50%.   As an example, consider a sitiuation
of 8 yes, 7 no votes.   The 8 yes is a majority of those voting, but
your 50% +1 statement would require more than 8.5 votes.

Plus, abstain does have an effect other than simply not voting.   If the
vote is 8 yes, 7 no, 2 abstain then the 8 yes votes is not a majority of
those voting.
